Position Summary:
Accountable to develop and deliver Cowlitz Indian Tribe Employer of Choice programs including Employee and Leader Development, required and training, Recruitment & Onboarding, Safety & Wellness, organizational development, teambuilding, and employee engagement outcomes. Coordinates and delivers strategic initiatives that impact the employment relationship. Ensures strategic leadership, change management, team supervision, succession planning, and record keeping is kept/conducted/managed in accordance with established laws, regulations, policies, procedures and best practices. Honors and represents the mission, vision, values of CIT and of the HR department.

Essential Duties & Responsibilities:
- Supervise professional staff responsible for Employee Safety and Wellness, Recruitment, and HR Policy Analyst programs.
- Develop plan and report outcomes of Employer of Choice initiatives.
- Develop and deliver a comprehensive training and employee development program to include:
- Required training for all staff
- Safety training
- Supervisor/leadership training
- Professional development training
- Succession planning
- Project Manager for longer-term human resource projects and initiatives.
- Increase hiring supervisor and candidate experience by developing a comprehensive strategic recruiting and retention plan through all related areas: selection, orientation, training, coaching, counseling, disciplining staff; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results.
- Develop outreach programs to increase qualified Tribal member opportunities for Cowlitz Indian Tribe jobs. Develop pool of Tribal members for volunteer opportunities or short-term employment opportunities.
- Innovate, design, and oversee training curriculum development across diverse formats such as e-learning modules, workshops, and impactful presentations.
- Identify resources or facilitate team building exercises and just-in-time training for internal programs.
- Conduct gap analysis and collaborate with stakeholders to identify training and development needs. Develop annual Training Plan and performance measures for Employee Development program.
- Provide organizational development services that may include mediating inter-personal conflict.
- Develop employee recognition and award program.
- Incorporates DEIB initiatives in recruiting, training, and development.
- Develop and monitor performance measures for Employee Services Department.
- Develop, deliver, and analyze results from Exit Surveys and Annual Employee Engagement Survey. Work with leaders to develop action plans for their departments.
- Prepare and present quarterly reports on the status, activities and plans for current and future Employee Development initiatives to Department Directors.
- Execute dynamic learning events, programs, and workshops using multiple delivery methods tailored to diverse learning styles and work environments.
- Coordinate annual leadership conference.
- Drive engagement and adoption of training and talent development initiatives with effective change measures. Monitor and evaluate intervention success.
- Establish sound succession and strategy planning that will meet the goals and objectives of the organization.
- Maintain employee learning and training records in a learning management system. Assign required training and recommend optional learning options for employees and leaders.
- Provide training to new employees, supervisors, and the leadership team.
- Oversee third-party administrators for training, temp and/or recruiting services.
- Develop grant applications and requests for proposals for HR services, evaluate proposals and manages HR contracts and HRIS/Payroll software related systems.
- Ensure compliance with applicable federal, state or tribal employment laws and regulations, as well as best practices.
- Organize, implement and maintain a competitive recruitment program.
- Research and develop recommendations on performance appraisal, compensation and benefit packages.
- Develop a competitive and cost-effective compensation and benefit program that utilizes objective criteria to establish methods of compensation, job descriptions, salary ranges and rates of compensation.
- Coordinate onboarding programs, staff meetings, and other employee meetings and training to include appropriate cultural sensitivity training.
- Represent the department and the Tribe to external agencies, consultants, and other organizations and individuals.
- Maintain current working knowledge of trends in tribal HR and employee development.
- Prepare and present reports on the status, activities and plans for current and future initiatives; keeps leadership and other departments informed of status of human resources activities by attending meetings and submitting reports.
- Enhance professional growth and development of team members through participation in seminars, educational workshops, classes and conferences.
- Contribute to a team effort and accomplishes related results as required.

Minimum Qualifications:
- Bachelor’s degree in human resources, Business Administration, or related field. Additional professional experience in HR field may substitute year-for-year for degree requirements.
- Five years progressive work experience in Human Resources management.
- Four years of supervisory experience.
- Three years developing or delivering employee training.
- SHRM, HRCI or Tribal Human Resource Professional (THRP) certification or ability to achieve within 6 months of employment.
- Mediation certification is desirable.
- Experience working within American Indian and/or Alaska Native communities preferred.
- Valid driver’s license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:
This position frequently requires utilization of computer equipment for extended periods of time. Must be able to give and receive communication effectively in person, over computer, or in front of groups of people. The employee is occasionally required to lift up to 20 pounds.
Work Environment:
Work is generally performed in an office or classroom setting with moderate noise level. Evening and/or weekend work may be required. Tight time constraints and multiple demands are common. Travel is required for training, meetings, conferences, presentations, and other events.
