Salary Range: $101,574.24-$142,203.95 per hour DOE

Position Summary:
Achieves the Cultural Resources program goals and objectives by planning, directing, monitoring, and evaluating the daily operation of all departmental functions and staff. Ensures the protection and preservation of all documents, photographs, maps, and related material encompassing Cowlitz Tribal cultural resources. Honors and represents the mission, vision, values of CIT and the Cultural Resources department.

Essential Duties & Responsibilities:
- Develops and implements a strategic plan to maintain capacity to deliver services that result in a positive and appropriate outcome for the Cowlitz Indian Tribe and its cultural identity.
- Directs the establishment, implementation, and communication of goals, objectives, policies, and procedures in accordance with strategic plan and applicable laws, regulations, ordinances, and regulatory agencies.
- Increases management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining supervisors; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
- Hosts regular staff meetings to ensure communication among personnel regarding program-related activities; coordinates with other Cowlitz Tribal departments as appropriate.
- Contributes to departmental effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives.
- Achieves the financial objectives by exercising control and implementation over the budgetary processes; works directly with Cowlitz Tribal committees (i.e., Canoe, Drum, Weavers, Pow Wow) to develop annual budgets; presents proposed department and committee budgets to Tribal Council for review and approval.
- Secures additional funding and grant monies for continuation and expansion of program services.
- Prepares and presents reports to Tribal Leadership on the status, activities, and plans for current and future operations.
- Coordinates and oversees Cowlitz Cultural programming and annual cultural events.
- Manages National Historic Preservation Act Section 106 and Washington Executive Order 21-02 responses and Native American Graves Protection and Repatriation Act issues.
- Develops Cowlitz ethnology, archaeology, library, and archives to produce museum facility within assigned time frame.
- Attends regional anthropology and natural resources conferences.
- Writes and publishes professional articles regarding Cowlitz culture and ancestral lands.
- Performs as non-voting member of Cultural Resources Board; brings issues and information to the Cultural Resources Board for discussion and recommendations.
- Organizes and attends educational and public outreach programs and presentations.
- Establishes and maintains effective working relationships with co-workers, tribal members and administrators, state and federal governments, regional museums, university history and anthropology departments, public officials, and the general public.
- Maintains strict confidentiality and presents a positive, professional demeanor and image at all times.
- Contributes to a team effort and accomplishes related results as required.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of Tribal policy, procedures, and programs.
- Knowledge of tribal governments, Cowlitz Tribal history, and Cowlitz ethnographic landscape.
- Knowledge of budget preparation and grant applications.
- Knowledge of historic preservation principles and practices and records management.
- Knowledge of the National Historic Preservation Act, Section 106.
- Knowledge of and sensitivity to tribal customs and beliefs.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Skill in preparing, reviewing, and analyzing operational and financial reports.
- Skill in supervising, training, and evaluating assigned staff.
- Ability to interpret applicable federal, state, county, and local laws, regulations, and requirements.
- Ability to operate various word-processing, spreadsheet, presentation, and database software programs.
- Ability to operate audio recording, still photography, and video production technology.
- Ability to maintain confidentiality.
- Ability to use good judgment, analyze, and solve problems.
- Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
- Ability to communicate efficiently and effectively both verbally and in writing.

Minimum Qualifications:
- Bachelor’s Degree in History, Archaeology, Anthropology, Historic Preservation, or related field.
- Five years’ supervisory experience in cultural resources, historic preservation, or related experience.
- Valid driver’s license is required when driving vehicles for work-related purposes.
- Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT’s established safety policies regarding vaccine requirements and personal protective equipment (PPE).
Background Investigation Requirements:
- Pre-employment drug screen.
- Reference checks, education and employment verification.
- Federal, state, and/or tribal criminal history and sanction checks including fingerprint verification.
Physical Demands:
While performing the duties of this job, the employee regularly is required to talk and hear, sit, walk, and stand. The employee regularly is required to use hands to finger, handle, or feel and to reach with arms and hands. The employee may be required to climb, stoop, kneel, or crouch. Normal visual acuity is required by this job. The position may require occasional lifting and/or carrying of up to 50 pounds.
Work Environment:
Work is performed in a typical interior/office and outdoor environment. Exposure to dust, fumes, allergens, extreme weather, and steep terrain will occur. Noise level is moderate to excessive. Standing and walking may be on uneven surfaces or unstable ground. Work is frequently performed near hazardous/moving equipment or machinery and the use of protective clothing, equipment, devices, materials is necessary. Overnight travel, evening and/or weekend work is occasionally required. Must be on call for inadvertent archaeological or human remains discoveries.
